Schneider Manor began in 1966 when C.H. Runciman, a local business man, formed a corporation with a purpose of providing housing for senior citizens, and and making it available to those with low income.
Former residents of the Lowell community, Philip H. and Jennie Winegar Schneider, had left the Lowell area a trust fund to be used for the betterment of local senior residents. The advisory committee for the Schneider Trust Fund established Schneider Manor as the beneficiary of the trust, enabling them to expand to 12 buildings with 92 apartments and housing 114 residents that exclusively serve current or former residents of the Lowell area.
